I want to be a Reseller for USA PayPal and VCC as well but don't meet the required criteria. How can I become a Reseller then?

If you don't meet the required criteria, contact a moderator (purple name) and see - I am not sure if they make exceptions

I'm again explaining that I need to be approved for only PayPal and VCC service not for the Bank account as I got a warning from the Moderator. Thanks

You need approval to sell anything on here.

I'd imagine if you attempt any more unauthorised selling, it'll more than likely result in your suspension from the forum.

I'm not sure why this thread is still up either. You know what the eligibility requirements are and that you don't meet them. If you want to discuss your case then contact the forum owner via PM. He is the only one that has a say. If he ignores you then you'll have your answer.

I posted this thread because I saw a reseller who has only 27 posts and he is approved as Reseller. If this thread creates any problem then I'm really sorry to all and request the Forum team to close it. Thanks

And as I said, the only person that makes the decision is aspkin - nobody else, so posting about it on here does nothing.

There's also a very big difference in risk between letting someone sell phone services versus Paypal accounts.
