I got regularly people sending me money to my Paypal account and now multiple people got the message

"Sorry, we weren't able to complete your payment at this time."

while trying to send funds to me, but others can just send to my account, without problem.

I know that usually it is a senders account problem, mostly temporarily, but now it some how looks that my receiving account is affected? I mean, it looks like a shadow ban, but I can still send funds, transfer to bank account, and also receive funds (from some people) and I dont get any errors at all.

Anyone encountered this? Looks like not my problem, right?

They are probably using credit card, so have them register for paypal

As you said people are still able to send you payments and youre able to send payments.
The issue is not with your account.

Sometimes moving money out too fast can trigger this. In other words you did something that correlates with suspicious activity and you got that shadow ban. It goes away with time like covid.

This actually made me remember a thing which occurred couple years ago: Unregistered Paypal users tried to pay by CC/DirectDebit(EU) and some accounts just could not receive any of them. However, this time, they are already registered at Paypal and they sent me money before.

Anyway, thhis leads to me thinking that I need to somehow unlock Credit Card payments to my account? But it leaves me a bit puzzled, as usually, you are supposed to receive any payment anyway, except maybe for unregistered cc payments?!

Yeah, I kinda have the same feeling, some people who tried to sent money to me also said it's 100% their fault, but still.. leaves me a bit puzzled, see above.

No, money wasnt moved out to fast, payments etc. can be still sent and received, I am not the one receiving the error message, it is people who wish to send money to me. Maybe you mixed that up?
