I have strong verified 4 months usa paypal account,
Never have any problem on it.
I can received money without any problem, but i cannot send money to another paypal accounts as good and service.
This problem has been this in more than week now.

I guess your account got a "soft" limitation.
Normally if you wait 72hrs without trying any other payment, it should work.
Also it depends, if they are complaints regarding payments sent to you (as reported case or through calls to paypal service).
