PayPal charged me twice
 
I purchased something worth around 400 EUR from a store (Gear4Music de) using my personal PayPal account. PayPal withdrew the money from my linked credit card immediately. Now, the store took around two weeks to ship, during that time the payment was marked as “authorized” or “pending” (not sure) in my PayPal account. Once the store shipped, for some reason PayPal withdrew the money again.

I now have two charges on my CC statement for the same purchase. Does somehow have experience with this? I never heard about this happening before. PayPal support is as surprised as I am and they basically don’t believe me. I first tried via chat, they promised to create an internal ticket to have someone look into it. Didn’t hear back for two weeks and the next rep I talked to after that told me he wasn’t aware of any ticket. So I tried via phone, they guaranteed to create another ticket.

My hopes aren’t really high. Any ideas what to do?

Contact your credit card company.

(IMO you may not have been charged twice, I regularly see two entries with one saying 'pending' which falls of in time)

Odds are one is pre authorized and will come off within 10 days.

Some more detail:
The purchase is actually pretty old, I was wrong about "two weeks". The first charge was in mid April and the second one was in the beginning of May. This is according to an export of my CC statement, which should be accurate I believe. I wasn't refunded any money in the two months that have passed, nothing has shown up as pending, it shows as two regular charges. That's why it seems to me that it's PayPal's fault.

I contacted my bank in the mean time and I'll report back with what they have to say. The bank is Bunq btw.

but the first one should fall off in a week or so,not 2 months.
In USA,merchant can only charge when it is ready to ship in 24 hours.

Usually it's one for pending and the 2nd authorization.

NBut if you're sure it's 2 complete charges and you lost 2x the cash from your balance you'll need to talk to the seller.

It's usually them that messed up

it is not paypal,it is the webstore ,you need to talk to them,first they have no business charging you first time when you placed the order,as they did not ship within 24 hours.
then they charged again when the are ready to ship.
You can also file chargeback with your cc issuer for the first or second one

Don't file a charge back with the bank, PP will shut your account down.
Deal with the seller and PP directly

So I received following response from Bunq support. I'm not too familiar with how transactions work on a technical level, maybe someone here can explain who's at fault?

I did file a refund request for the first transaction as suggested by Bunq support. The funds were quickly credited to my account and PayPal account is unaffected as the funds never left Bunq.

Talk with both PP and Bunk then figure it out. We can't do it for you at this point.

Seems like problem solved - rather than a "technical analysis", just keep an eye out if it happens again and note any similarities?
