How paypal detect all my accounts?

Sup guys
i got hit with 2 chargebacks from some ****er
since then all new accounts i make is instant limited
the fun fact is: i changed my IMEI, MAC, 4g IP , Reseted my Phone to 0
and they still detecting me
how the ****? i'm using chrome browser in the phone its not even the app..
any idea of what should i change? i must be missing something :eek:

Are you saying youre only doing this on a cellphone? cause it soudns that way.
Maybe do things properly on a PC?
