How to restore access to European PayPal account (no phone access)

How can i restore acces to an old PayPal account. I haven't setup a phone number or a 2Factory Auth . I tried to install the PayPal on my phone , but it will still not work. Account was limited 5 years ago ,and i need some take some screenshots from it.

do you know the password?
have you tried accessing it on your PC or laptop?

Yes, and still. they ask phone number confirmation . even if the same cookies

mate . what i need limited account for ? + I'm doing it for free just to help

it seems to me his account locked by PSD2 regulation. so he can't get access without SMS verification from the number he used during signup

yes, that is the problem the New European regulation , and i haven't logged in to setup a 2 way auth , or to confirm a phone number.
