Open stealth paypal with voip number

I read in this forum that using a voip number for creating a new paypal account is not good, but why?
Will voip number work for registration?
If you register is possible to use google authenticator for not receiving sms in the voip number when you login?
Will using voip make your paypal account suspended or limited?

Just buy a cheap phone with sim card from your mobile provider. It's super cheap and easy.
