Depends on what services you need or they provide, filing state, etc... The filing cost at the state level that we incur doesn't change based on nationality of the directors/officers. Fees(not including state filing fees) can start at $100. A lot of companies pad the state filing fees, registered agent fees or charge extra to obtain an EIN to pad their profits.

Because he is not from the USA he`d have to select their gold package at least which means they are charging him an extra $150 to get his EIN (free) and open a bank account (free) provide a corporate resolution naming him a controlling officer (free) with signing authority. IRS Form 2553 he doesn't need as an LLC, depending on the state an operating agreement might not be needed and the banking resolution is also not needed for a company operating as an LLC as the information governing account opening should already be included in the corporate resolution and they are not offering a DUNS number which is also free and only takes a minute or two to have sent to them. They are charging the equivalent of $300 per billable hour based on the actual amount of work that will be done... That should be around $60 to $70 for the package.
