How fast PP payments will be available for instant use?

Hi

Usually when i use new paypal account payments received in the first few days go to my pending balance and after that gradually payments will be either on hold or available instantly.

Right now in my account 100% of the payments go to pending balance (some 21 days and others 14 days! which i don't know why by the way).

So what criteria paypal use to determine I am eligible for instant payments?

PS: Payments amounts $24-$35

A Paypal FUNDNOW account has fund available immediately,if there is a dispute from the buyer,payment would no be withheld during review.
what do you sell?
