has anyone made new Uk paypal in last 48 hrs?

After making a uk pp i confirm email and it when it login it gives error we could not confirm it you.
Has anyone faced this issue?

same routine steps been making since last 2 years, though ip is of datacenter but it used work till now.

ip is clear but from datacenter and people even make account from vpn ips which are blacklisted.

Its not IP problem. I am sure. Paypal just updated the system

So you know about blacklisted IPs and you are very certain it's not the IP that's the problem, correct?
