How to bypass Level 1 Customer Service
 
I have some stealth accounts that were limited more than 5 years ago. I've been calling every month try to add bank accounts to these to withdraw funds. Literally dozens of escalation tickets, emails, hundreds of hours on hold or wasting time with useless people in India.

If anyone has ANY new ideas on how to get bank accounts added to limited accounts, please post or pm. Thank you

I never tried to add a bank to a limited PayPal. But I got that message and I contacted support. All support said was sometimes we place blocks on adding a bank. Try again in 72 hours. I tried again after 72 hours and it still didn’t work.

Try changing your IP completely. Then if that doesn't work you need to work on the cookies.

There are no any other way to add your bank with this problem without customer manager support. They usually tell that you just need to wait within 48 hours, but you need to ask them link your bank account with you on the line. You just need try to do it as many times as needed. (Also, is the phone number linked to your PayPal account still active? If not- add a new one, they would ask you to receive a text for verification purpose.)

may i ask something? for US, address on paypal need to be real and match the name of account holder?

Yes, it should be. Maybe you could create and even operate account with ⊗⊗⊗⊗ details, but after some PayPal check as they`ve got access to Public Data and some other sources. So they easily can block your account because your info on file and in Public Data would be mismatch. Sometimes when you are calling they could ask you questions for verification purpose.(Questions from those sources about person whose info is on the file.)Anyway it will be better for you and for your account to get the real details for any Force Majeure situations and PayPal checks.
