have you tried https://www.freereceivesms.com/en/nz/ ?

That site worked for me with canada Paypal on 1 of the 2 accounts I tried it on.

And you can also ask the phone provider in the forum's marketplace to see if hey have one for you too

Did you use that for ebay/PayPal? that site offers FREE SMS verification for thousands of people. So it definitely not suitable for PP
