Can confirm it is definitely device linking. No issues opening many accounts over many years then about 1 month ago started to get instantly or a couple days later limited. Changed up my routine & tried everything but still was getting limited. So I bought a new phone & have had no issues.

Yes you can easily get a cheap device but I would just like to know what information they are using to find out your device. Then maybe we could fix this issue. I have worked out they can’t track MAC address, and it’s nothing to do with User Agent and Fingerprinting.

OP here, as stated by other members too, yes you can manage the accounts on your laptop once created by phone. PayPal only run the “checks” when you create the account, so you are fine to manage it on a laptop afterwards.
