Unable to add bank or send money

USA PayPal
I am trying to add a Capital One bank to my PP but keep getting prompted to verify using phone number.
Here's the thing, the phone number on my account doesn't show up as a valid option, so essentially I am locked. When I try to add that same number, it says that the number cannot be used.
PayPal support says to wait 48 hours and try again. I did that, with same issue.
Now all my withdrawals attempts are blocked. I try sending a payment and it is blocked.
When I call PayPal, they say they need a security check. How can I bypass? Should I wait a week or two?
This is a USA business PP account.
