you can just use a non usa paypal account , there are many paypal countries where a regular US bank account can be used on paypal for withdrawals without the need for IRS reporting , SSN etc.

it is more a problem of mentality , there are too many americans who think usa is the centre of the world

You think if you use US bank account in other paypal country you don't pay tax ? ahahah

you can pay much more than 24% if you constantly withdraw funds to a bank account in the US, banks send reports to the IRS

He will be blocked and that's it. If he does not provide Tax ID, I already wrote that this will not work for stealth. The option to add a ⊗⊗⊗⊗ number will not work for a long time
