PP recent changes..
 
Noticed some changes in EU accounts and not sure how to deal with it.

If money send as G&S the buyer used to have an option to mark it as received. Usually that "confirm that received" button used to appear few days later after tracking add. Now it does not appear. So what it means now? That if tracking is not from a major and recognizable shipping company then we stuck with 21 day hold anyway? and if it is services then no way at all to bypass 21 day?

Another thing - when creating invoice i remember there used to be options to chose who pay paypal fees - buyer or seller. Can not see such option any more anywhere. Is it just me?

Also what is with a shipping status updates?? it somehow does not have option as "processed" any more. If it is services and tracking does not exist so what to do? because they keep asking for tracking even for services. How to deal with this?

All this changed few days ago. And on top of that - if some time ago transaction was marked as processed but had no tracking, it can not be refunded. Gives error -refunds are not available now because of technical reasons, please try again later. So how to refund it??

PP dont refund fees now in many cases when you give a refund, its an absolute scam.

Paypal would not refund its fee,as it has already paid for processing your buyer credit card,and that fee is not refundable by the processor ,in fact when you refund a cc charge,there is also a fee PAypal OR YOU have to pay.
But it should refund the original payment less its fees.
As for who pays Paypal fee,buyer or seller,is never an option in USA?SELLER PAYS THE fee,why should EU be different?

you should go to paypal seller forum and ask

You know if you accept Paypal payment for services,there is no tracking,unless you want to send a small package with tracking and upload that tracking number.
With no tracking,seller would have a hard time proving service has been performed,in the past wedding caterer,barber,hairdresser,masseur who accepted paypal found out the hard way.
But Paypal has said in the past for some cases,they will look into it,eg if you design a website for your buyer and able to provide the work done and the website addr you designed,Paypal could side with the seller.
bUt for other cases,like baking a wedding cake,haircut,party caterer,it would not.
as for digital delivery,Paypal does not want to be bothered to protect you or deal with cc chargeback,afterall what did you really deliver digitally?

Dunno if it still exists with Ebay ,you can add the shipping company and tracking and give them a link to that shipper website to validate tracking,may be PAypal has the same,as some items cannot be delivered via Fed Exp or post office.
