Sure. You need to call paypal support and told that you lost your mobile phone number and you need to change number on your paypal account to new one. They will ask some additional questions regarding your paypal account... you must reply to all this questions correct. After that your new number will be active on your paypal account. Some time need to wait 24 hours or 30 days untill new number will be visible in security check. So within 24 hours or within 1 month (depends on your luck) you can easy login to your account with new number.

I think he mean without call in paypal support
