Will my PayPal stealth get limited if I open CASE / DISPUTE
 

Hello!

I have 1 US Stealth PayPal, that is 1 year old + verified with Bank + ID

But it has never received or sent a payment before, so it has no transaction history.

I bought something digital (513$) with that account via GOODS & SERVICES.

The seller is behaving strange and I think that he might try to scam as its been more than 24 days and the project is still not finished.

If I open a dispute/case with that Stealth PayPal, could / will it get permanently limited? I heard that PayPal will suspend the account with this message then:

Following our review, we've permanently limited your account, since we detected activity on it that is in breach of our Buyer Protection policies. You´'ll no longer be able to use PayPal.

I do not think that they will suspend the account over a claim, I would inform the seller that you want your money back first due to non production of work product before making the claim.

The account only has made one transaction so far (that went to the seller)
Do you think that it will get suspended if I open a case for it?
Because the stealth would have a 100% dispute rate them :s

If you do some illegal things like "friendly scam" between your own paypal accounts then both accounts can be limited or banned for 180 days. Paypal have some methods to detect friendly scam now. If you don't do illegal things and service or item not delivered/provided all will be fine and you can open dispute and won without any limitation. History doesn't matter in this case.

As a buyer OP, you would have protection measures in place and less likely to get banned from a one-off dispute.

No, I don't have any illegal things on my account
It's just that I am not 18 yet which is why I have to use it.

What's this "friendly scam" if I may ask?
I only have one PayPal stealth account at the moment

What do you expect the product to be done in 5 minutes or something?

what digital project did you buy?
Did the seller give you an estimate completion date
There were cases of digital projects where the buyer filed INR after they received the results,eg designing a website.
Paypal said it wlll review on a case by case basis,like the detail work papers,the website if it is up and running .
