It depends,3k is not a HUGE sum,but if your account deals with smaller sum,it could be reviewed ,what is the source of fund?
Does EU care ?when you download to your bank?
can always try a smaller sum and see what happens?say 200
You can also ask on Paypal forum
if anything goes wrong,your money is tied up.if you cant afford to wait,better use wiretransfer.

Because with intl wiretransfer,it would cost her money,
These days ,US banks charge $55 for doing so,you either make a trip to a bank or do it online yourself if the bank has such online feature,either way it would cost her.

Is the fee you quoted up to date?
It was $35 for many years,but it has gone up.
$55 is standard these days with major banks,unless you have bank account which grant you a lower rate,some will waive domestic incoming wire but not outgoing wire fee.
May be your banks make money on foreign exchange fee

Bank of America,small business and consumer,limit is $5k and fee is $45,if your small business has no limit,you can send more.
But Bank of America also have another service for large corporations called BAC Direct,unless it has changed,one can either wire money to recipient account or send them a draft (draft is free),not sure how much they charge but its clients are mostly large corporations which send fund to their overseas subsidiaries or suppliers in different currencies,fee is not a problem with those clients,it is the exchange rate which matters
If BAC charges $45 for intl wire transfer,I would expect other major banks charge similar fees .
Smaller banks would be more.
If they do not offer online service,you would have to make a trip to their main office,
You can also get an intl cashier check from the bank,fee applies.
