You can try making the account with the same basics of the stealth guide for that country if you have the right UAE tools like IP, banking , VCC etc

Hope you talking about United Arab Emirates paypal accounts not UA. Right? In this case you must have access to UAE mobile phone number. High cost this days. Also UAE accounts bad for business. You can't send money as friends/family.. You can send money as service/goods or pay for something. If you pay for something/send money they can hold your transaction for 72 hours (additional security check). Be ready to provide UAE ID when you get account limitation and bank/card statement. ID must be on arabic/english language. I run several UAE accounts but i'm not happy with this country.
