 Can't pay for anything outside of eBay

I really would like to get some help if I can. I have been using PayPal for years and I have never had a problem like my friend does and really don't know what to tell her.
So here's the situation.
She lives in Europe. She opened a PayPal account. She is not a seller, she just wants to buy stuff. She added a bank account and a credit card to her account. She confirmed her credit card with the 4 digit code. She bought a few stuff and she got limited. She provided everything what PayPal asked her for.
Her account was restored.
Now she can buy without any problem from eBay but when she goes outside of eBay and she wants to pay using PayPal, she'll get the following message:
You have exceeded your per transaction limit. To lift this limit, click View Limits on your Account Overview page.
She has no limitation on her account. She even asked me to order an item for her and she wanted to send me the money but she couldn't because she got the same message.
She has been trying for a week now but nothing changes.
She contacted PayPal and she was told that PayPal system is blocking her and they are not able to tell her why and they are not able to override it and she should try to make a payment later.
Did anyone of you had the same problem before?
Is there a resolution for this?
