If you are in USA and have a residential address (may be even a SSN),YOU CAN apply for a Paypal debit card,it has several different ones,one has a monthly fee where you can move money from Paypal account to the card and vice versa.
Another one is just a debit card,you can go shopping with it,it taps your Paypal fund backed by your bank account.If yo use it as a credit card,Paypal will even give you a small rebate,not all retailers will let you use it as a credit card,like WMT.

did you call Paypal and ask why cant you use your Paypal fund?

I have never heard of govt (US) taking your money because you did not give Paypal your SSN?
Without your SSN,Paypal cannot send you a 1099K at yearend if you have sold 200 transactions and $20K.
When you try to buy something,you cant use the fund ,but have to use a credit card,which tells me you money is still restricted,I am afraid you cannot touch your money because you did not give them your SSN.
You should call Paypal and find out what is going on
if instead of refund,he sent money to your paypal account,is it under goods and services or friend and family?
if it is goods and services,then Paypal will take a cut,but not 24%.
You can g o into your account-detail activities and look at all the transactions
