Financial Ombudsman Service

Has anyone been successful using this service recently? Paypal is holding some of my funds on stealth accounts without any correspondence from them since 4months.

The money were been received as F and F on stealth accounts, I know it is a risk but not bad to try. All docs have been submitted and case escalated but no response from paypal.
