Where to buy phisical sim

Hi all, as from title i want to create some paypal accounts but looks like they keep banning or asking for phone verification all my fresh ones made with pva sites such as sms-activate so wanted to know if anyone knows where to buy physical italian sim or not italian but that could work in italy.

If he's living in Italy, how can he not know where to buy a sim card? Unless he arrived from Lampedusa a couple of days ago

Maybe ship some from UK, went to Italy and mobile data worked fine
