Can I use another paypal account with the same user on the computer?

Hi. Unfortunately one paypal account is suspended. If I cancel the cookies of the browser can use another paypal account (that is working), or the only safe way is to make a new user on my computer, and do everything brand new?
Is through the cookies and the IP that ebay or paypal see that I'm the same person?
