Money Claim

I have a South African PayPal account, whenever I try to add email with money in it via unclaimed money link, the payment bounces back to the sender after I successfully add the email to my account. What could be the reason for it?

Most people would open a PAYPAL account with that email address to receive the money.
We are allowed 2 Paypal accounts,one for business and one for personal.
Each account can have up to 8 email addresses but they all belong to one person.
Can you show us a copy of the PAYPAL email to you saying You get Cash?
