I used Paypal to pay for my Ebay purchases,and my AMEX card is the prefer payment method for paying via Paypal.
BUt most purchases are less than $50

I just added a card to a PayPal account using a different variation of first line address. Same city and same post code registered to the card. Did the secure payment thing to confirm payment with card provider and all went through ok... Card successfully added and confirmed with PayPal!

im sorry but the confirmation of a card wasn't the question...my question is have you actually made a successful payment of an amount higher than £20 with the confirmed card afterwards... a £1 payment may go through, even £10 might...but larger amounts seem to not be going through

Thank you for that information.... i presume paypal usa might not be affected. it seems to be a european issue...anyone else in. uk tried a payment above £20 that went through?

You can also go to paypal seller/buyer forum and ask,thee are volunteers and sometimes PAYPAL rep there

This is all BANK specific, more specifically BIN specific. Bin stands for "Bank Identification Number" which is the first 6 digits of the card. Some bins are non-vbv (no 3ds), some are 3ds, some are even 3ds only on purchase over x amnt. A bank wont straight up tell you because that would help fraudsters with stolen ccs. You just gotta try and see what works.

Most prepaids (visa, mc) don't have 3ds. Some do though. Vanillas do not.

Eventually you be able to make high value purchases. But that depends on the actual account, the actvity and PayPal's internal security which decides what payments are allowed to go through.

I think its card issue.
3D secure cards require to verify OTP to add to paypal and at the time of making trabsactions also.
But 2D cards do not need OTP to make transactions and they add directly to paypal based on billing address.
