You used to be able to overcome these by having the same door number as the car is registered in. So if your card is reg 33 blabla road(your real address) then you could make stealth acc with 33 dudu road and it would pass and youd be able to add card to it and confirm accnt and also to make payments with the card. But since August this no longer works.
Clearly the 3d secure is checking more then the first digits of the road now. Any idea what it checks now? name? postcode? matching ip when confirming in app? everything?

It has nothing to do with law,not in US?
Do you have more than one Paypal accounts?
Paypal never delete any account and its bank account,cards,you may remove or close it,but it still save it. |

Are you talking about like when you make a purchase Visa does this stringent security check that most likely declines the transaction? |

I'm not sure why you are experiencing issues but I've made a couple of dozen PP accounts since the start of August and have not encountered this. From my end, nothing has changed. For me, the same cards and the same methods still work when confirming cards on Paypal.
Post up a screenshot of what happens when you try to add a card. |

its been happening to me since auugst time frame as well....All of a sudden any time i try making payments with my pp linked ccs it doesnt go through, it says add new card..
i think pp can now see names, nos and address infos annd if it doesnt match, then its a no...
have you found a way to beat this? |

SORRY YOUR BANK CANT CONFIRM CARD 36T26...ADD NEW CARD is usually the error message for larger payments over 10 pounds atm |

Does the address on the cards you're getting this issue on FULLY match the Paypal address or is it just a partial match ie door number?
Based on what you are saying, my guess is that lower value purchases only require a partial AVS match (eg just door number matching) but higher value purchases require a full AVS match (door number and postcode numbers matching). |

now the only thing i can think of is the fact the names dont match as ive matched every other thing other than the name of the cc and the name on the acc...so have they started name match as well??
is your pp handling big payments?does the name on the pp match with the actual name on the cc? |

They could see the name that was used to register the paypal and the email used.....they could tell it was different from the cc name and billing details... so clearly paypal and bank have started disclosing more information to each other than they should..
so just a side not to stealth creators, to maybe set up pps going forward with name variation that is common with cc name
the bank have said theyd do a refresh to fix the issue but yeh ill try again and see if the payment goes through this time. |

yeah you understand the problem exactly. I dont think bank can help us in this case as its VISA or MASTERCARD do much more advance AVS checks now... I wonder if its same outside Europe or not yet. I cant see anyway to overcome this. and if they do it for card payment then soon they can start doing it for linking card to confirm ppl account too |

does anyone have a paypal account and recently made a payment for something on ebay lets say from 200 pounds and above.... if so, did it go through?
I have thought of every possible scenario:
1)cookies on browser interfering?
2) not from bank as they'd mentioned there was a block and refreshed it yet it still did not go through
3)paypal admitting there was a system update thats affecting people world wide and it started about a month ago,however it works for smaller amounts like £1
