Signing into old PayPal account

Managed to sign back in to an old PayPal account I abandoned years ago, is in good standing and has my real SSN, etc. Today I went to add my new phone number, they texted a pin which I entered, then got the dreaded "Your request cannot be completed at this time, please try again later". I assume this is most likely due to an account flag as I just logged into it today for the first time in several years, am I correct?

Just give it a couple days and try again. I got back into one of my old Paypal's recently by adding a new phone number (still don't have any use for it though, unfortunately).

Probably just too much new account activity in a short period of time, after being dormant. Follows the pattern of what someone would do with a hacked account.

It's a security measure, best bet is to call them using your acc code, explaining the situation and they will manually make the adjustment themselves over the phone.

I would not call them right away ...kind of opening yourself up to a dreaded verification request.

First, I would browse around - maybe a bogus bid or few then retry

So they usually simply ask to verify the old phone number with SMS text, then after that they ask for your new number you tell them and they manually make the change. Can also result in further verification I should've said. I assumed he would be able to verify it mb

It really depends on the person who picks up your phone. Some will go the extra mile to help and some will lock you out.
