Can he file a chargeback with paypal?
 
He sent me 400 via paypal(not from an ebay auction) and wants tracking number by Monday night, if not he said he will file a chargeback with paypal. Is this possible? What are the consequences for me and him, if any? (I already withdrew all the money)
I cannot ship his item since I am out of town but he's being impatient.

Does anyone know? I don't want any open disputes that may affect my account which is about 10 years old so I would rather just refund him if anything but I still would like to know the answer to my question

Try to communicate and ask for understanding. It's Holidays for God sake.. I know where I am post office and banks had last and this week 3 days off..

Think you better go read the Buyer Complaint Policy.
PayPal Buyer Complaint Policy: This policy applies to purchases that are made on non-eBay websites, or eBay websites that do not offer policies similar to this PayPal Buyer Protection Policy. This policy only applies to claims of "item not received".

At the moment it seems to be heading to a INR: do some quick AND solid customer service. $400 AND no item would annoy the c**p out of me. Intervene now....:peace:

I would refund now and save the hassle. I doubt he will wait until monday. I know I wouldn't unless I had agreed the shipping date prior to purchase/payment.

REFUND and move on. Sounds like a buyer who will cause trouble AFTER he gets the item as well. PLUS, he sounds like he has the Ebay buyer mentality...you know..."I can't do wrong, I can do wrong and nothing will happen...when all else fails...BLACKMAIL".

Move on.
