Being verified from another country or America different?

So basically if I am verified in Germany I added my CC to be verified would this be the equivalent of adding a bank account to your American paypal? Would they treat the Germany account the same way as if I added a bank account to my American Paypal?

In Germany, a Verified member has completed a bank transfer or the Expanded Use Process.

So yes you could verify the account with a CC using the EUP.
