paypal account still active after ebay limits selling...

my ebay account has been limited to selling and in addition the appeal has been denied after faxing over documents...it is not suspended!!!

my question is, is it ok if i open a new ebay account with same info and added the email address to the paypal account...or do i have to open a new ebay with stealth info??? and add the email address and take the old email address out???
