paypal limited account

Hi well got my paypal account limited and they are asking for a SSN and for me to send them invoices and proof of delievery, so should i send a empty box through the mail and get trackiing numbers and then when its deliverd show them that and how do i provide invoices. and what ssn should i give them can i make one up or no?
