Does Paypal charge fee higher than it claims?

I registered my Paypal in US and I sell on Germany. I searched by google and saw paypal charges 2.9%+0.3 USD per transaction. But it showed my account the fee per transaction is more than that. I charged a buyer 9.98 EUR, the fee is 0.74EUR.
Does this happen to everyone? or the fee is different around the world?

For me, the exchange rate at the time of the transaction gives troubles.
XE may show a certain rate of exchange USD against EURO. Paypal uses a higher rate I find.:fight:
