CITI BANK is not working with stealth paypal

I used to use CITI BANK. and it worked great. you can open as many saving accounts with them in seconds online..

but then until 2 weeks ago, after I added citi accounts to new paypals.. I could not get the 2 small deposits..

anyone can suggest another good bank with which you can apply online and open multiple accounts online .??
