Paypal verification is different for each country ?

I am just reading help pages of paypal... and this :

La vérification renforce la sécurité du réseau PayPal. Les utilisateurs Vérifiés ont été soumis avec succès au système de vérification de PayPal afin de confirmer leur identité. La procédure de vérification varie selon les pays et régions du monde. Par exemple, aux Etats-Unis, un utilisateur Vérifié doit confirmer un compte bancaire auprès de PayPal. En Allemagne, un utilisateur Vérifié est un utilisateur qui a effectué un virement bancaire ou bien terminé son inscription au Code à 4 chiffres PayPal. Dans la plupart des pays et régions du monde où PayPal est disponible, l'enregistrement d'une carte bancaire et l'inscription au Code à 4 chiffres PayPal sont requis pour obtenir le statut Vérifié.

For those who don't read french, it means that verification process is different
for each country....

So which country is the easiest to get a paypal verified account ?

what do you mean by easy...not adding bank? or what...

Whatever country you are not living in will be the easiest.:spy:

paypal hates VPNs. It is probable that you would need to use one to access an address in another country. Then you could have the problem of a bank account in whatever country you pick (if a bank account is required)
paypal is plain making it difficult to make accounts anywhere:spy:

No in Europe, it's not very big. So you can be in Spain, in Italy In belgium , in UK, if you live near these border without problems.

In certain countries paypal client service is more flexible than other.
Example : You don't have to provide SSN in France, etc...

For the bank account, take a week of holiday in the targeted country and that's it. You can open a bank account where you want.
