Paypal not releasing holds, dispite confirmation

Paypal is not releasing my holds on items, which are usually under $50, on a new ebay account. Even after delivery confirmation on June 1. I could call and complain but since it is stealth it is not worth it. I have tried emailing but get their boiler plate BS letter. Anyone else getting this or just me? Does anyone know an email or topic heading in the contact us section that will get a real reply?
