21 Day holds permanent now?

Logged into my account and got this at the top of the page. Never seen this before. Are they saying that 21 day holds are permanent now, or is this just to make account holders aware that payments will be held until requirements are met? I really don't care as I don't use paypal for serious transactions anymore, but it still sucks that they are doing this.

I'm not sure, but I got the same thing about a month ago. I was annoyed, but I know better than to fight them, and the 21 days wouldn't kill me.

A week later, I got an email stating that due to my good performance, the payment holds were being lifted.

The following week, they were limited again.

During the time my payment holds were "lifted" I had no sales or even an auction running. No activity whatsoever, except for me logging on.

It's not PayPal, it's SYBIL!

its a regular hold
too much money is coming in

too many pp opened cases
ebay opened cases

these things can trigger a response
or if your not verified pp
