Make a Canadian Paypal Will living in USA?

Anyone know if its possible (I Know The guide says it will auto limit/suspend ebay)
But if i use Vpn is it a good idea?

Not a good idea because a lot of the IP ranges used by these VPN providers are flagged by eBay and PayPal.

Aspkin is right, you have to be careful in which VPN you use as many have been flagged since other people use it for paypal/ebay.
