my brother was a victim of fraud
 
someone stole his debit card info and used it through paypal on some sites. if i get the site to cancel the orders, will the money be returned to his card or the frauds paypal account?

My guess is that the websites would credit the PayPal account since that is who their transaction is with.

I would do a chargeback on the credit card and let PayPal worry about the websites.

But how do you know which websites are involved? If you know the person who committed the fraud, then a chargeback may not work (but it could, I am not an expert in these matters).

it was on my brothers debit card which is different from a credit card.

his info was stolen online, i found the transactions on his statment online. showed the sites he used them with paypal.

the fraudster used my brothers info and card but used a Denver, CO number and is of asian decent.

There's a toll free number behind your card regarding lost or stolen cards. I recommend you call them....

he did, the debit card people are closed on weekend, i talked to one of the sites and they are canceling the order. but im worried the money might not go back into my brothers account, just back into the scammers paypal

I would follow the advice you were given and dispute the charges with the bank.. Most debit cards allow you to dispute the charges, just like a credit card.

they drained his bank account, he didnt have much thank god. but they took all of his money out and used it to buy WOW crap

How old is your brother? Why are you doing the leg work?
Make sure he reads what gets written in reply on the forum. 2 parties to a problem can mean troubles. Not saying this is the case, but what if he has spent money foolishly and has not come clean with you? :peace:

no, im doing this because im on this site all the time and you guys know stuff about paypal. He already called but they were closed. Hes gonna dispute the charges either way.

I contact the websites and had one order canceled but doubt that does anything. The scammer is out of Denver, CO.

he got my brothers card info online because my brother is an idiot and uses his debit card online ordering stuff 24/7 so im not surprised it happened. Im just trying to clear some things and get this ******* but he used my brothers info.

wtf would he do buying world of war craft BS? he doesnt even play video games, hes 21. i know what hes into and what he buys, he noticed something was wrong when he went to the ATM and said his money was gone, then went online and see paypal transactions on some stupid WoW sites.

He doesnt even own a paypal account

Here's the checklist:

advise your local Police Department & FBI of the ID theft
Federal Bureau of Investigation - Press Room - Headline Archives

Place a fraud alert on his credit report to make sure there are no other nasties. Use the 3 companies.

(imho, there might well be so cover that base now.)


Liaise with the bank to ensure the matter is listed with their security departments. Expect to make a lot of phone calls, sending of emails & faxes.

This is what is needed to protect your brother.

Tell him to go to the bank - do bank dispute chargeback and he will have his funds back - the bank will investigate though so make sure he isn't playing "games" with you...

LetsPlay, it's not so simple because it's a DEBIT card not credit card.

Yes i know, thats what sucks is its his debit card and not credit, which is much more complicated. He went to the bank and they are doing what they can to get his money back.

This happened to me once. Somebody got my debit card info and was using it to sign up for dating services. IDK how they got my info because I rarely use my card. A simple call to my bank took care of it.

Because it is a debit card, it will take longer, but not impossible. Call the bank and tell the person what happened, they will transfer you to their fraud reporting center, ask a million questions and then let you know that they will investigate the situation and get back with you. This is NOT something that happens over night and usually takes about 6 months or MORE! In most cases the bank will even require you to file a police report, and they will advise you to call the 3 credit agencies for your protection. Again, it is not impossible with a debit card, just takes longer. Good Luck!

they are working on it right now, they already called him back and seen there were even more charges, to yahoo for some stuff and what not. They couldnt stop the charges since they went through but they gave my brother a new account already and told him he will get all his money back. just sucks that its gonna take some time.
