IP addresses are used by many other people, not just by yourself. And a big percentage of people in your are have eBay and PayPal accounts. Chances are that there are only a few Internet Service Providers around, so chances are also that these people are eventually assigned the same IP address. This may be a dumb question, but is it possible that they got your address from the gift card provider? Maybe you gave your address there?

I used entropay, It would seem a several breach of privacy to turn over my details to paypal, the company is based in Malta so I dont know about there data protection laws over their but if they have any I imagine doing that would breach them.

Paypal agents can do things physically so it would not surprise at all if someone got tossed a series of files to analyze and made their judgement call.
