paypal will not let me send money with my cc
 

I signed up for a new paypal and and they will not let me pay with my credit card it wan't me to add money to my balance and add a bank account wtf is going on I don't wanna use my bank account to pay

They always want a bank account to "verify" you.
You can select your cc as primary payment source and the only way that they would ever take money from your ba is if your cc was to be declined.
If it is a big concern and you always plan to have enough available funds on you cc your can always close the bank account and open a new one. Once verified that bank account will probably never be looked at by PP again
