PP rejects vcc for verification yet deducts money from the acct?

Hi guys,

I bought a vcc from a fellow board member to use with my PP Singapore account. I tried it twice and both times PP Singapore rejected it for verification, though there was still a value of US$3.05 remaining. Both times PP deducted $1 from the card. I know this by checking the vcc account history. Yet the money does not appear in the account, like PP charged it and the money simply disappeared!

Any thoughts?

PP Singapore should have charged S$3 when doing the verification, but instead US$1 was charged both times I tried.

It's the card that determines the exchange rate, not paypal. Most vcc's are set up in US dollars.

How can you use the same card x2 on one account?

Did you use the card within the 24hours?

Sounds like you are not sure of what to do.

Have you checked with the seller too?

hi greenbean yes you are right I am totally confused! The first time I tried I received an email from PP that the card was rejected for verification yet a couple mins later I got another email from them that the vcc was added to my acct. I didn't understand how this is possible so I removed it from the account and tried again thinking I might have made a mistake somewhere but no go.

So essentially the end result was that the PP acct remained unverified though PP was able to charge the vcc and put it on file.

The buck is just to test the card. It gets returned. But for one reason or another they did not like the info that came back. They can tell a VCC when its charged. So they have maybe banned a certain type of VCC. Or any VCC from you for some reason

Don't think the vcc was rejected due to being linked to me as it's a new acct using new info on a new comp.

Shouldn't they not have kept the rejected vcc on file?

BTW thanks guys for your input!

No, thats not what I meant by rejected. I mean they can tell if a card is a VCC by the number. They may have rejected it just because its a VCC

ohhh!

Another possibility I have been considering is that maybe PP Singapore only accepts locally issued cards - which means all kinds of vcc are rejected as they are not available from local banks.
