The pink bar

Today before I logged in to enter the expuse, there was a pink bar in the main page of my PP account, just like the Resolution Center one. It was empty, but it was there. I have done no transactions at all with PP, I just registered and requested the expuse. I don't think I had seen it before when I logged in to my new accounts. When I entered the expuse number, it was gone. Is this normal? Thanks!
