Paypal and linking accounts

So I've been reading around and must admit there is a lot of knowledge on this site but I think I'm a little confused by the different regulations ebay/paypal has depending on where in the world you live. Is it impossible to open a ⊗⊗⊗⊗ paypal account in the US? A friend of mines paypal account that we have had multiple ebay accounts linked to just got shut down so now I am planning on opening a new one under my name. But what happens when this one gets shut down? Where do you go from there?

Get another account. Always have an account set up ready to go when your active one gets the boot.
