Open a dispute if your account isnt verified?
no bank account or nothing, added funds with moneypak & purchased something
on ebay. never got my item. so can i open a dispute and get my money back without any hassle of confirming addition stuff i.e SS and adding a bank account?

I am sure you can, but you may want to try contacting the seller first as I am not sure what paypal will ask of you, but most of the time when you open a paypal dispute it is still only between you and the seller, it is when you escalate to a claim that paypal actually "gets involved".............but always try and work things out with the seller first, email, call whatever. You can open dispute - that's no problem. When the money gets back to your account, you may have light limitation if you try to withdraw, may not 100%.
