pay pal require residence certificate
 

Pay pal have asked me to provide utility bill, bank statement and residence certificate. The problem I have is the residence certificate. It is a stealth name and address, though I can provide a utility bill and bank document. Has anyone come accross this before. What is a residence certtificate and how can I prodide it or get around this. I need to have the pay pal limits removed.
please help!

A certificate of residence is issued by your home county, and lasts a year to verify your location within the county. Usually used to acquire state tuition to attend college.
