each time i create an paypal and recive money into it it get limited i dont know why , can any one help me in this please thx

It happens automatically because Paypal sees your account as a risk. You should always get your account verified before recieving money.

Welcome to the forums. LOTS of factors kick in when you create a paypal - you using same info, same IP, same etc?

Questions like this are addressed all across the forum or (simpler) by getting the Stealth Guide.

"Can any one help me" is not the right way to ask when you're new here =) You need to understand the core issues. I don't mean to rag on you but you have to be much much clearer.
