can paypal tell what country my vcc is from??

I have recently opened a few paypal accounts and before i have verified them paypal have made them limited as they state unusual activity on the credit card attached to the account (which is a vcc from india and i am in thailand).
Can paypal locate where the vcc came from and if so are there ways around this? Its a bit of a headache to be honest as it has happened 3-4 times now so any help or suggestions are greatly appreciated.

Most cards are dectable.

The first 6 digits of any card identify the card type, issuing bank and branch.
