Is the new Rules for PayPal only for Ebay<--->Ebay transactions or No?

Hi:
i have a question about the 21 days hold of PayPal funds for the new accounts.
if a buyer buy something from you from outside Ebay using PayPal, the new rules of holding the funds from your paypal account will be affected or only inside Ebay transactions?

I've been asking the same thing. Technically it should be outside paypal's rules but since when has this ever stopped them from screwing with you?

i am using Paypal with new accounts outside Ebay without no problems or limitations even with some withdrawing over $500 for the first week of the account. i hope that the new rules is only for Ebay transactions???????????
